I have just put the 10.31 release in the usual place:

There are two code changes since the 10.31-RC1 test release, only one of
which was a "real" bug (see the last two items in the ChangeLog for
10.31).
This is mainly a bugfix release, though there are a few minor additions
(see NEWS and ChangeLog).
