To avoid the intricate grammar of the acl rules, i found this simple
suggestion:

It worked the first time, the denied sender, can read its mailbox, but
it receive an "Administrative prohibition."
message when it try to send an email.
Of course i restarted exim4 with:
kill -HUP `cat /var/run/exim4/exim.pid`
