When `dkim_private_key` is 0/false/<empty>, it's supposed to avoid dkim_strict
resulting in an error. With Exim 4.90, this has regressed and triggers
inability to send, which creates bounce messages (which in the exim.org setup
themselves could not be sent, for the same reason, so ended up frozen).
I've updated the exim configs for exim.org so that dkim_strict is now dynamic
in the same was as dkim_private_key, which works around the issue. I've also
added DKIM for bugs.exim.org, which covers _one_ of the unsigned domains.
So we're no longer directly affected by this regression, but doubtless other
people are.
