Did the ./configure command actually succeed? Because it looks like you are
missing glibc header files on your system (glibc-headers RPM package). But
this mistake should have been cought by the ./configure command.

By the way, pcre2-10.23 is provided in RHEL-7 repositories and pcre2-10.21 in
EPEL-6 repository.
