Please double-check that the failure you saw really was from a process
_started_ after the change in configuration files, that there's only one
version of Exim installed, etc.
If this is only happening once per day, I wonder if there's something starting
Exim with a different configuration file in some cron task?
Failing that, all we can do is ask again for the strace output which Jeremy
asked for on 2013-10-06. Because nothing in the Exim code-base or the patches
I can find in exim4_4.89-2+deb9u1.debian.tar.xz can explain the behavior you're
seeing.
