You're doing the rcpt-verify callout in the rcpt acl - and the debug output
has

end of ACL "acl_local_check_rcpt": ACCEPT
SMTP>> 250 Accepted

Assuming that was the rcpt acl, and the 250 was the response to the RCPT TO
then we must have already finished trying the callout. So I'm confused.
