[exim] Allow syntax errors from some hosts

Hello,

I am getting errors from server using legacy in-house developed app .. The
exim errors are "Dropped: too many syntax or protocol errors" then followed
by "Rejected HELO: syntactically invalid argument(s): (no argument given)"

I tried to use helo_accept_junk_hosts = IP of the host , still not
working. I put this directive just before the ACL configuration starts.

I am not sure what I need to do
