I'd see an even more strict approach: A platform Exim should support
needs

    - a constantly working buildfarm animal with a responsive maintainer


    - to provide a system where the developers can login, compile and
      test (on a on demand base at least), as I do not see us fixing
      things for platforms where the only feedback comes from the
      buildfarm output
