Googling against LDAP_OPT_X_TLS_TRY lead me to solution.
It sufficies to force TLS on exim:
ldap_start_tls = true
ldap_require_cert = never
and then setting in smb.conf:
ldap server require strong auth = allow_sasl_over_tls
works as expected. Sorry.
