because IMO Exim should be able to load dhparams with 2236 bit if I set
tls_dh_max_bits = 2236
(which is default as well).

Maybe Exim should check for the next higher 8 bit boundary if he knows he can't
get the exact bit size from OpenSSL.

Or at least the docu should give a hint that there is this limitation.
