Yes, that's how automatic responses are designed to work in SMTP, in
order to avoid mail loops. See, for instance,
https://tools.ietf.org/html/rfc5321#section-4.5.5

Then, as Jeremy says, the gateway is broken, at least in terms of
standards compliance and interoperability.
(If you can control all outgoing mail for the domain in question then
there are systems such as BATV which may be worth investigating, but
none is perfect.)
