I think a great feature that will help with PRDR adoption would be if we have
the ability to use PRDR in local scan. E.g. this would allow to run the local
scan function for all recipients and then mark each recipient for acceptance or
not.

AFAICT right now, local scan will only get the recipients that have not been
rejected by the PRDR ACL and can still only return a single response.

Maybe this could be done with some new members in `recipient_item` ?
