/proc/sys/net/ipv4/tcp_syn_retries accounts for the observed timeout,
indeed. I increased it from 3 to 5. Unfortunately, I got spurious
timeouts again, this time after 60s instead of 20s.
We had just moved Exim to a new server. On the old server with an older
Suse Linux and Exim 4.75 and the same target host, we never saw any such
timeout with tcp_syn_retries = 5.
