From your software distributor. As far as I know, PCRE developers do not
provide any binaries.

It looks like your system is missing PCRE library. Where did you get
/sw/pkg/apache_2.4.25/bin/httpd from? The one who built it should tell you
where you find the required libpcre.so.1 file.
