I know almost nothing of Exim, but what little I know, and by strong
analogy with many other MTAs, I would expect this to be handled by
defining a suitable "router" (sendmail "mailer", Postfix "transport")
rather than a filter. The router that handles non-local mail should
be able to discard mail (perhaps deliver to /dev/null or some similar
built-in).
So a closer look at router definitions is likely the place to start.
