OK, I have replicated most of the functionality of the Perl script with the native lookup dnsdb, that Jeremy kindly suggested. It indeed works quite fine, and as expected, since two days. Although the Perl script may have some more functionality, the Exim-native solution is definitely better and cleaner. You can find the full config and description on the same, earlier mentioned GitHub page at https://github.com/truxoft/dkim_policy, and I attach the relevant Exim DKIM ACL config section below.

Just a reminder for those who did not correctly understand the purpose of the feature: it helps rejecting unsigned email that comes from domains with one of the DK, DKIM or ADSP policies available in their DNS, and claiming all their email is sent exclusively signed with DKIM. There is no reason the script should reject email from domains without any policies as Richard Clayton seems to have mistakenly understood.

The config follows below. I use some long lines, so they may break inadequately on some platforms. Have a look at a properly formatted version at https://github.com/truxoft/dkim_policy/blob/master/EXIM.conf
