Hello Joseph,
You should consider adding your exim server on a white list with the office 365 server by IP or domain. Doing a more frequent retry could cause more problems depending on the reason you are getting it.

Our relay server sometimes gets a "connection time out" or "refused"
from our office 365 mail server(s). This causes Exim to queue messages and deliver in an untimely manner. I tried writting a retry rule that would more aggressively attempt re-delivery to our domain vermont.gov. This is the rule I put in place on our relay server.
Will this try immediate, if fail, try at the 2 min mark, and then retry 4, 8, 16 thereafter?
Here is the rule:
vermont.gov * F,2m,1m
