No, for two reasons:
- The rule does something else. Read:

- The rule does not force a retry, only gives permission
for a queue-runner process to retry. Read:
http://exim.org/exim-html-current/doc/html/spec_html/ch-how_exim_receives_and_delivers_mail.html
