Given the regex

`(?=.*[A-Z])(?=.*[a-z])(?=.*[0-9])(?=.*[,;:])(?=.{8,16})(?!.*[\s])`

and the string

` Fred:099`

you get two different results if you compile the regex with or without
PCRE_NO_START_OPTIMISE. Without, and it doesn't match. With, it does.

(Backticks are only used to denote start/end of string)
