The information in this email and the referenced bug report is very
confused, but it looks like the exim rpm you are working with has a hard
perl version dependancy - most likely because a RHEL/Centos 6 rpm is
being rebuilt on RHEL/Centos 7.
That rpm is not produced by exim.org.
If its a specific issue within the exim codebase that is tying to an old
version of perl then additional information needs to be given
identifying where this issue arises.
