[pcre-dev] Release of PCRE2 10.22

Hello,

I have just put the tarballs for the 10.22 release in the usual place:

There are a few new minor features as well as some bug fixes and code
tidies. See NEWS for a features summary and ChangeLog for a list of all
changes.
