Dpkg-reconfigure it's the first thing I did

Afaik There is no step in that script that proposes to change the order of host resolution

First of all, Exim MUST be properly configured for operation.
If not it would not work regardless of nsswitch.conf contents.
Under Debian you have to run "dpkg-reconfigure exim4-config".
