The per-rcpt coding specifically allows not_smtp and dataphase states, and
updates by the total number of recipients. The docs don't mention not-smtp,
so I'll add that, plus a note that it's up to you to use a meaningful key.
Sorry, it's useful functionality that we don't want to remove.
Adding some form of trap on a null expansion would be fraught with problems
too.
