Exhaustion of your servers' entropy pool, perhaps? That kind of thing would prevent the acceptance of a new connection (SSL negotiation, smtp greeting etc), if that's what you mean by "no response".

Probably triggered by whoever/whatever was doing that "scanning": as Renaud Allard has pointed out it does look like the likely culprit, rather than a merely a victim of the problem.
