It's done this way so that it's the same in the 8-bit, 16-bit, and 32-bit
libraries. It returns a string in code units of the appropriate width. In
PCRE1, a pointer is returned from pcre_compile(), as you suggest, because PCRE1
was written as an 8-bit library, but this means that users of the 16-bit and
32-bit libraries have to deal with 8-bit error messages, which is untidy.
