`git annotate` puts this comment and decision in commit `059ec3d9` which is the
4th commit in the history of the current repo, in 2004, and just logged as
`Start`.
Nothing is coming to mind about why `-bt` might need more privilege; seems
hinky to me. Tony or Nigel are more likely to know, from that era; else, time
to buy a pint for PH ?
