We could do with some better testing facilities for routers/transports.
The -bt option doesn't do quite enough (say, with variables that are set
in a connect-time ACL) and neither does -bh (doesn't go beyond acceptance into
delivery).

To implement we'd probably have to mark the message spoolfile as "for test
only"
and divert (all) transports at the very latest possible stage.
