Updated patch as requested, using inline code, not from WebM
OK, here is a patch that adds the extra configuration to CMakeLists.txt as
requested, and not using code from WebM.
Even though I think a standard BSD license would be fine, and not conflict with
PCRE, it's also trivial code and very similar to an example on the CMake wiki,
so I used that instead.
