I'm seeing rejections like this:

retry time not reached for any host after a long failure period

But the message occurs instantly - not after a long period of failure.

Details:

The recipient server is actually down and has been down for some time. But a
new message comes in and it is immediately rejected.

However ....

If I delete the files in the /var/spool/exim/db directory then the message
stays queued. So something having to do with the way messages are identified as
being old is being stored incompletely. I suspect that there were already other
emails for this person that did expire.
