Thank you very much Jasen, manualroute did the trick, I just had to
add the route_list clause to tell Exim to route all messages to the
pipe:
everything_else:
debug_print = "R: everything_else for $local_part@$domain"
driver = manualroute
domains = ! +local_domains
transport = pipe_delivery
same_domain_copy_routing = yes
route_list = *
no_more
