There have been no changes to the code since the 10.21-RC1 release
candidate was made available, other than comment updates. The only
reported problem with the release candidate was an error in the test
files, which has been fixed.
This release fixes a lot of obscure bugs, many discovered by fuzzers.
There are also extensions to the substitution facility. See NEWS and
ChangeLog for details.
