Oh, gosh, how did that get there? The PCRE1 COPYING file just contains
this:

Please see the file LICENCE in the PCRE distribution for licensing
details.

The PCRE2 file should be the same (with PCRE=>PCRE2). I will fix it
before the 10.21 release. In fact, I have done it right now. Thanks for
noticing.
