We need to maintain the 252 as default return for the usual case of no
explicit acl_smtp_vrfy, but permit one when set to either accept/defer/deny
without an explicit message (returning some 2xx, 4xx, 5xx respectively) or
to supply an explicit message without enforcing the conflict-check vs. 252
