I'm fairly sure the documentation says that the redis_servers setting is not
expanded, so that's not supposed to work.
But you can get almost the same effect: just specify
servers=$acl_c_redis_server;
at the start of each redlis lookup
eg:
set acl_c_foo = ${lookup redis{servers=$acl_c_redis_server; get foo}}
