I have just put the 10.21-RC1 testing release here:

There have been lots of little changes since the 10.20 release, many of
them to fix bugs in the handling of weird input generated by fuzzers.
There are also some extensions to pcre2_substitute(). See the NEWS file
for more detail, and the ChangeLog file for a list of changes.
As it is almost the holiday season, I'll probably leave this out for
testing for about a month before making it into a real release. Please
test it if you can.
