I submitted a pull-request for this to libspf2's GitHub repository:

And I filed a Debian bug with containing a patch to the libspf2-2 Debian
package:

With the patched version of libspf2 I get the complete header and explanation
variables in both cases:
Received-SPF: none ($primary_hostname: domain of sender-without-spf.com does
not provide an SPF record) client-ip=1.2.3.4;
envelope-from=foo@???; helo=mail.sender-without-spf.com;
Received-SPF: permerror ($primary_hostname: error in processing during lookup
of domain of neos.io: Multiple SPF or TXT records for domain.)
client-ip=1.2.3.4; envelope-from=x@???; helo=does.not.matter.com;
This issue here in exim can be closed as it is/was a library problem.
