[pcre-dev] PCRE 8.38-RC1 Release Candidate

I have just put the 8.38-RC1 release candidate here:

This is, of course, just a bug-fix release (as all future 8.xx releases
will be). Many of the fixed bugs were discovered by fuzzers.
