If you'd like to submit one that is providing a backwards compatible log format that wouldn't require a rework of all the higher level tools that can process the current logs, it could be considered.
However, given that there's a way to do what you want already using an existing tool, I'm not at all sure what the other maintainers would think.
You're probably better off discussing this further over on the exim-dev list.
