Certainly there is. Now, what will you do when there is a second
recipient?

You can build one, but _you_ have to define what you
mean by "local". Exim is flexible because different
users of it have different needs; this means that the
notion of "local" (and many other things) is not
hardwired but instead must be coded in the config file.

There are many common use cases if you search. The
distribution includes a basic example config file,
well-commented. Read it in combination with the
documentation.
