[pcre-dev] [Bug 1682] Test #2 failure related to /dev/null

I am not a Windows user, so cannot run tests on RunTest.bat. However, I can see
that that bit of the test is attempting to write to what looks like a Unix file
name /dev/NULL. Does that mean it will work only under Cygwin or MinGW? The
RunTest.bat file has not been changed for a long time.
