After more testing, I've narrowed the regression to the last couple of commits.

All tests pass up to SVN@347. The tests pass for 8, 16, and 32 bit libraries,
under both 32 and 64 bit compilation.

Tests start failing at SVN@348 ("Runtime UTF checks now take not of the
starting offset").
