[pcre-dev] Release of PCRE2 10.20

I have just put the tarballs for 10.20 onto the FTP site:

ftp://ftp.csx.cam.ac.uk/pub/software/programming/pcre/pcre2-10.20.zip

The number has gone up to 10.20 because there are new features - see
NEWS for details. A number of bugs have been mended - see ChangeLog for
a list of all changes.
