I think you missed the above line. Directories need the execute permission
to be searchable, and the scan directory does not have any execute
permissions set.
This probably has nothing to do with the openssl upgrade - if it used to
work and it doesn't now, I think the OP needs to inspect their system
closely to discover who/what mad ethe change. Permissions don't suddenly
change on their own accord - and that scan directory would never have
worked with those permissions.
(root in the classical Unix permission model (non-capabillity model) is
exempt from these permission checks, normal users are not.)
