Sorry to be late to the party.
Instead of "backup" why not a pri/priority option?
Exim should stick to the priority level of the working server(s) it finds and
apply the weights for those. If it finds none it goes for another priority
level or fails. Lower value means higher priority.
The "backup" option works like that except it's just two levels. Seems like a
needless restriction?
Essentially this option would be akin to SRV RR. In fact, using SRV could
possibly be a future extension. Most of the infrastructure would be there with
this bug.
