I don't understand the question "Is it ever required for the command"...
I am not terribly fluent in Exim these days but I would encourage pursuing a
solution to this matter further via the #postgresql IRC channel on FreeNode.
There are numerous core developers and very experienced people there, as well
as one person (username RhodiumToad) who taught me everything I know about Exim
so would probably be a great resource for this issue.
