Probably best to use a Local/Makefile-Linux using OS/Makefile-Linux as a
pattern.

We could put one in OS as a custom arch-type for Linux, but we'd have to either
write a recogniser into scripts/ostype or require builds with with a specified
EXIM_ARCHTYPE.
