What does the client tell you?
What does your Exim write into the log files?

Generally Exim does not care about attachments as such. Exim just
sees the body of the message, just a plain bunch of lines.

Thus - may be the size of the messages is over some (configured or
technical¹) limit.

Or - you're using some content scanner in your DATA acl. And this
scanner is broken in some way.

Log files would be great.

    mainlog
    rejectlog
    paniclog
