[exim] Timeout Prevents 2nd MX Check

I am seeing a situation where Exim looks up a host (highest priority for a
domain) and when it attempts to deliver it gets a timeout.

It then sticks the message back in the delivery queue, never trying the
next MX record for the domain.

Is there something I can set in the transport so it will push on try all
the MX records for a domain. I would have thought that the default but it
does not seem to be working.
