eximon fails to read some spoolfiles reporting:
    0m   560 1XAea3-00035H-P7 *** Format error in spool file: size =
    5272 ***

the original reported states that the spool file contains
-tls_ourcert

Since the part to read -tls_ourcert and -tls_peercert is enclosed by
#ifndef COMPILE_UTILITY
...
#endif
the error sounds reasonable.

IMO the #ifndef should be removed from spool_in.c:570ff.
