After checking with 389/RHDS developers I've managed to confirm that its
behaviour is actually a bug, now being tracked as
https://fedorahosted.org/389/ticket/47888
That said, it will probably be 6-12 months before a fix is out and considerably
longer before any notable adoption so the current behaviour would have to be
allowed for in any current deployment.
